Property Partners Earley responds to Budget 2016

Responding to the measures announced in last week’s Budget, John Earley FIPAV, director of Property Partners Earley, Roscommon town, welcomed the postponement of the property tax re-evaluation until 2019.

  He said that this would mean that home-owners would not be faced with significant increases in their local property tax in 2017, as a result of increased property values.

  John also welcomed the announcement of an increase of the Capital Acquisitions Tax tax-free threshold, for transfers of properties between parents and their children, which rises from €225,000 to €280,000.

  This is expected to be the start of a process that will see it increase to €500,000 over a three to five-year period.

  “It is clear that there is a market failure in the provision of new housing across the country but particularly in Dublin,” said John.

  “Driven by demographic demands and strong economic growth, there is a requirement for a minimum of 10,000 new units per annum in the Dublin area but the market only delivered 3,300 units in the last year.

  “In response, Nama is aiming to deliver a target of 20,000 residential units before the end of 2020.

  “Ninety per cent of these units will be in the greater Dublin area. About 75 per cent of these units will be houses, mainly starter homes. NAMA will deliver these units by working with developers.

  “Achieving this new target by the end of 2020 means delivering on average 80 new housing units every week across some 100 active sites.

  “This commitment will require funding of the order of €4.5 billion, which will all be recovered, and will support 30,000 house building and ancillary jobs based on peak funding.

  “This initiative will not compromise Nama’s debt repayment commitments, Finance Minister Michael Noonan has said.”

‘People are very knowledgeable about properties…and know what they want!’

David Diffley - MY WORKING DAY

My day starts with me going into our office in Roscommon town at about 9 am or 9.30 pm. Often a lot of the day will be spent in the office, but obviously going out on viewings –showing properties to interested clients – is also a big part of what I do.

To be honest, there’s no set pattern to my job – which is one of the things that makes it so interesting. How busy I am on a given day tends to be dictated by demand. Sometimes in this business you’ll find yourself doing viewings up to 7 o’clock in the evening, or later.

  In the office, I’ll be on the phone, dealing with emails, meeting people, and increasingly a lot of my time is spent drawing up property reports for Receivers. When a Receiver has taken over a property or set of properties and is preparing to sell, they have to decide which auctioneer to appoint. Typically the Receiver won’t know anything about the property or the area. So I’ll write up a property report for them; they will want every possible piece of information to be included in the report. We need to inform them or every aspect of the local market, break down every piece of information about the property, how it compares with other properties in the area, etc. This is all done so that they can determine a valuation and also make an appointment (select an auctioneer).

  Then there’s the normal valuations to be done. Probates are quite time-consuming. There’s valuations to be done for people who are seeking properties. There’s the normal day to day stuff, making appointments, making arrangements for auctions and so on.

  I enjoy the whole viewings process. Sometimes it’s possible to have an Open Viewing on a given day, where many people will attend. More often it’s just you and a couple who are keen to buy a house. I’ll start by doing a complete ‘walk through’ with them. I’ll tell them everything they need to know about the house; its age, size, a full description of the property, why the vendor wants to move, that type of information.

  After giving them a general rundown on the property it’s time to allow the couple time on their own. Generally we find people are very knowledgeable about properties and clear about what they want.

  We do a lot of auctions too. John Earley conducts the auctions himself while I would also be involved on the day. We do a huge amount of public auctions and we are now doing regular multi-auctions. It’s far from a conventional working week; we’ll work Saturdays by appointments and make whatever arrangements are necessary to accommodate people.

  People ask me if there’s a noticeable improvement in the industry, if the economy is picking up. The answer is a definite yes. Viewings with Property Partners Earley are up by 50-60% this year and actual sales are probably up by about 100% on last year.

  I put the increased activity primarily down to lack of supply with increased consumer confidence also a significant factor. There’s also credit out there for people; there has been for a few years. I think people didn’t believe there was credit, but there is, and now people have the confidence to make purchases.

  I’ve noticed huge interest in Roscommon properties from overseas. This is from the UK, America and elsewhere. I attribute it to the fact that people see an affordable lifestyle here in Roscommon, as well as good quality of life, peace and tranquillity.  

  Things are definitely picking up. What’s needed now is for the lack of supply to be addressed. We need more houses to be built. There are signs of that happening; there are some developments planned.

  I joined this company in 2006 and I’m enjoying every minute of it. There’s a positive outlook now; things are picking up and that’s good news for everyone.

John Roche Auctioneering moves closer to heart of Dunmore

John Roche Auctioneering has moved closer to the heart of Dunmore Town, as the company relocates to their offices in The Square.

  John has been in the business of auctioneering for several years now and specialises in residential and commercial sales & lettings in the West of Ireland.
